About the NRULPC

Bridging, law, policy, and Extension to address natural resource challenges for Arizona's communities

Established in 2015, the Natural Resource Users Law and Policy Center (NRULPC) was created as the nation’s first university- and Extension-based legal center dedicated specifically to serving natural resource users. As a joint initiative between the University of Arizona's Cooperative Extension, the College of Agriculture, Life and Environmental Sciences, and the James E. Rogers College of Law, we pair evidence-based research with practical outreach to support rural livelihoods, foster resilient environments, and train future leaders.

More about the NRULPC

The Natural Resource Users Law and Policy Center (NRULPC) was established to address increasingly complex legal and policy challenges facing Arizona’s natural resource users and communities. Through a partnership between Cooperative Extension, the College of Agriculture, Life and Environmental Sciences, and James E. Rogers College of Law, the Center connects legal, policy, and scientific expertise to real-world natural resource issues.

The Natural Resource Users Law and Policy Center (NRULPC) were founded in 2015 in response to increasingly complex legal and regulatory challenges facing Arizona ranchers, farmers, miners, foresters, and other natural resource users. Guided by the perspectives and experiences of these communities, the University of Arizona established the nation's first university- and Extension-based legal center dedicated to serving natural resource users through a partnership between Cooperative Extension and the James E. Rogers College of Law.

The Natural Resource Users law and Policy Center applies interdisciplinary research and expertise to create practical solutions, address real-world challenges, and cultivate future leaders in natural resource law, policy, and management. To achieve this purpose, NRULPC:

  • Connects natural resource users in Arizona and the Southwest with relevant science-based information to address local needs while fostering sustainable communities and a resilient environment.
  • Prepares students to make meaningful contributions in natural resource law, science, and public service through coursework and experiential learning that delivers tangible outcomes for stakeholders, tribal partners, and communities.

The NRULPC is an interdisciplinary hub for applied research, outreach, public service, and classroom and experiential education.

  • Legal and policy analysis: Advancing evidence-based legal and policy solutions on natural resource issues.
  • Extension and outreach: Supporting rural livelihoods and promoting resilient, sustainable natural resource management across Arizona and the Southwest.
