Is this an insect larvae?

There were many climbing up an outside wall at our home in Flagstaff, AZ

Answer

Yes this is an immature stage of a beetle. A number of entomologists took a look at the picture you submitted and we think this is one of the dusky lady beetles (in the genus Scymnus, family Coccinellidae). The little beetles are harmless to people and structures, and generally considered beneficial since they feed on spider mites, scale insects, aphids, and many small plant feeding insects generally considered to be plant pests. The beetles lay their eggs on plant leaves that have aphids or mites feeding on them. Both the immature and adult beetles are insectivorous.
