Since 1985, Pima County Cooperative Extension has offered the Master Consumer Advisor Program (MCA). Cynthia Flynn, Former Director of Pima County Cooperative Extension created the MCA program after Tucson experienced severe flooding in 1983. The following year, the Cooperative Extension office was overwhelmed with calls about mold. Not being able to respond to all of the calls and to provide better service to the community, the MCA program was developed to train volunteers to answer the calls with research-based information to consumers.
